Mr. Fish
has over twenty-five years of professional experience balanced between law firm practice and serving as in-house counsel for public sector contractors. His practice is focused on providing legal counsel and guidance to early stage and established government contractors and technology companies.

Mr. Fish began his legal career as a corporate and securities associate with Morgan, Lewis & Bockius in Washington, D.C. After five years, he joined Computer Data Systems Inc. (CDSI), a public company and public sector contractor providing IT services to government clients. At CDSI, Mr. Fish was responsible for SEC compliance and reporting, corporate governance, and technology licensing matters. Following CDSI’s acquisition by Affiliated Computer Services Inc., Mr. Fish returned to private practice where he developed additional expertise in SEC compliance matters, public and private securities offerings, mergers and acquisitions, technology contracts and a variety of regulatory compliance matters.

In February 2004, Mr. Fish became the General Counsel of PEC Solutions, Inc., a public sector services contractor and public company. During his ten years with PEC (and its successor companies Nortel Government Solutions Inc. and Avaya Government Solutions Inc.), Mr. Fish gained substantial experience providing cradle to grave legal support for government contracting operations (from the review of solicitation requirements all the way through contract close outs).

Mr. Fish has familiarity with a wide variety of legal issues arising under the laws and regulations governing the sale of products and services to the federal government and has handled investigations, audits, disputes, bid protests, claims, and requests for equitable adjustment. He has negotiated and reviewed various types of contracts from non-disclosure agreements, teaming agreements, statements of work, subcontracts, commercial office leases, software licenses and related agreements with partners, vendors and suppliers. Mr. Fish also has experience covering a broad spectrum of corporate, securities and other general legal issues affecting a growing enterprise including company formation and governance, executive employment agreements, equity compensation plans, corporate finance, securities offerings, SEC compliance, intellectual property protection, global trade and export controls, labor and employment issues, and dispute resolution.
